Why are folding cartons entering a new redesign cycle?
The regulatory shift is bringing material selection, recyclability and packaging performance into the same commercial specification.
For folding-carton manufacturers, the challenge is not simply replacing one substrate with another. Board grade, coating, printing, creasing, gluing and food-contact performance all need to work together at commercial production speeds.

What is changing across board supply and carton conversion?
The market is seeing investment on both sides of the value chain.
Stora Enso began production ramp-up at its new consumer packaging board line in Oulu, Finland, in March 2025. The line is designed for folding boxboard and coated unbleached kraft, with annual capacity of 750,000 tonnes once fully operational. Its target markets include frozen, chilled and dry food as well as beverage multipacks in Europe and North America.
The investment is relevant beyond additional board supply. More available capacity for food and consumer packaging grades gives converters another source for qualifying lighter or application-specific board structures as packaging redesign accelerates.
Graphic Packaging also launched its new recycled paperboard facility in Waco, Texas, in November 2025. The site expands recycled-paperboard production for food, beverage, foodservice, household goods and health and beauty applications.
Together, these developments show two parallel movements: fresh-fiber and high-performance board capacity is expanding while recycled paperboard infrastructure is also being upgraded.

Where is the commercial opportunity emerging?
Food is projected to account for 36.2% of end-use demand in 2026, giving carton suppliers a large recurring qualification base. Food applications require a combination of print quality, crease performance, product protection and appropriate food-contact evidence.
SBS is projected to represent 45.9% of material demand. Its controlled surface and stiffness make it suitable for applications where graphics, cutting and creasing need to remain consistent across high-volume production.

Regional Growth
India is projected to record the highest CAGR among the five profiled countries at 5.5%, followed by China at 5.1%, the UK at 4.7%, the USA at 4.3% and Germany at 3.9%.
The spread reflects different packaging-production bases, consumer-goods demand, regulatory frameworks and recycling systems. Similar carton specifications may therefore require different qualification approaches across markets.
